Through participation in the Galactic Federation, the angels possess a guiding capacity that is intelligently directed by the feedback of the coordinated design of God.
This guiding capacity allows the angels to be directed by any of the infinite spectra of bodies in time evolved by the energy-mind continuum of the Galactic Brain.
