Star systems evolved to a higher level and other galactic orders can investigate other, less evolved systems through various advanced forms of time travel, but cannot interfere directly with the stream of consciousness until it has evolved to the point of self-reflective consciousness, moment by moment. Only mutual telepathic awareness or recognition is permitted.
